I keep seeing the CC's in PZEV, with low mileage, and cheap $$$.
So, how hard, or impossible is it, to tweak these cars into something worthwhile?

Well it seems to be some sort of American standard. The zero emissions components must have at least 15yr/150000mi warranty so problems should be elsewhere.
