i know a state trooper that gives left lane hoggers tickets for not yielding when someone faster approaches them. they're always butthurt that the other car was speeding, "a danger" etc. he tells them the law is to move over, not "to yield right unless already going the speed limit" and that by being entitled to hogging the left lane they're making it much more likely for an accident to happen then someone speeding

You're supposed to stay right as much as possible. If you're impeding traffic, you're not being that safe a driver, even if you're following all the rules, like a good German. Use the left lane to pass those slower than you and then get back over as soon as is practical.

If many people are going faster than you, you're impeding the flow of traffic being in the left lane, and that's unsafe. Eventually someone will do more than just flip you off and cause an accident, which you have a very good chance of being part of.

It's generally considered good driving etiquette, but in some places they've taken etiquette and made it mandatory. In Germany, you can only pass on the left, never the right, so if you're sitting their in the left lane you're blocking traffic.
