There to complex to mass produce. You have to mill out the housing for the rotors. You have to coat the inside of the housing if you want it to last more than 5k miles. You have to seal a large area side seals crank case seals and apex seals. They are inefficient because the rotor isn't being pushed at a 90 degree angle like a piston engine.
