A lot more people here do tend to buy outright though, or they put a hefty deposit down (like half the value of the car or more). And people don't generally buy new cars here unless they're reasonably wealthy, so you see a lot of older cars on the road here.

My parents went to the US late last year for a holiday, mainly just traveled the south west (CA, NV, and AZ). One of the things they found the most remarkable about the US was that the percentage of NEW, as in <5 year old cars you see on the road was so much higher than here.

The government here doesn't have particularly good foresight. Fuel is already taxed quite highly here, not Yurop level expensive but if you converted the way we measure it to the American way, it works out to be about $4.50 US per gallon.

I've actually asked someone who works at a bank about it, apparently what it comes down to is the level of regulation and laws associated with lending here. Makes it impossible for banks to compete and lend at rates below the 8.5% mark, for anything other than a mortgage.
