There is a rumor in the neighborhood that someone sugred the tank of my vintage car that has been sitting a while on the street.
Is there anyway to find out if this is true?

drink the gas and find out

You can send a fuel sample out to be analyzed but that's a waiting game.
Just go buy a pump and drain the tank through the filler cap and go get new gas.

lick the rim of the gas tank
It won't do shit to your car anyways. Take the opportunity to put a camera up that watches your car and don't tell anyone.
Anyone else fucks with it, file charges. Done.

Siphon out the gas. If you see sugar granules, it's true.

Sugar doesn't do shit BTW. It doesn't really dissolve into gas. If I wanted to fuck someone's engine, I'd put a modest amount of diesel in the gasoline. Now that should get the valves nice and crusty.

Don't leave your 80s shitbox on the street. And if you've heard the "rumor" then you know who did it, cripple them with a tire iron and it will never happen again.

Who did it?
