Sand down to bare metal, make sure to get rid of all rust.

Buy rust converter/primer. Spray on area that was sanded. Paint with something that matches sort of, or just put some black on it. Clearcoat if you want.

The rest of the paint is pretty haggered, so stopping the rust should probably be higher priority than caring about what it necessarily looks like.

does it matter what grit I use or if I have to wetsand it or do i just blast it down to metal with whatever.
also I don't have a garage to do this properly in and i'm in the middle of winter so it might rain at any moment
