I was checking out a truck from Craigslist and the person I was emailing refused to give me the VIN. I'm pretty sure there are title issues on the truck...but he said that they are too many scams, blah blah.

I was wondering, can you use a VIN to rip someone off? Like can you go to the DMV and try to register a car with a fake title along with the legit VIN.

No, most likely they are trying to hide something from you. I would go see the truck in person and write down the VIN if they refuse to text/email it. If they hide the VIN even in person (have it covered up or something) stay away. Of course they could just be paranoid and are fine with you getting it in person but who knows, better safe than sorry,
