It -is- a hilarious cartoon truck. I think Ford don't even sell the F650 with a pickup bed, it's actually meant to be turned into fire trucks and the like by third party upfitters. But some jokers put Super Duty beds on them since the cab is the same as the F250 and F350 meaning it all lines up nicely.

Citroen themselves weren't allowed to import it because new technical legislation coincided with the car's release, namely a ban on height adjusting suspensions, but a few companies starting importing them and retrofitting them to suit American laws, in addition to a few private imports. According to Wikipedia around 1,000 CXs found their way onto the American market altogether during its production run, in addition to potential new imports since the CX passed the 25 years mark.
