Absolutely not, both the Olds 400 and 455 were better (and the 425 as well even if that wasn't in the A-bodies). Hell, even the 350 was arguably better. The 403 had serious problems in that they took the Olds small block, kept the standard ~3.3" stroke length, and just bored it way out to the point the engine had trouble getting enough coolant flowing through to not overheat.
