Remove hood, sand it down using random orbit sander starting at 220g...rattle can black, spray couple coats...wet sand to smooth starting at 400g...rattle can clear...buff out...reinstall hood...
completely remove the paint with a wire brush or liquid stripper, and then rustoleum spraycan.

My room mate had a fucked up good on his Saturn SL. Ended up stripping it with Jasco and put exterior latex house paint on it with a roller brush. I wish I was kidding but this is as cheap as it gets, the stuff cakes on thick, and it'll last for ever

Strip all the paint down. Sand. Carbonfiber wrap it for a ricer look.
Rattle can black, clear coat on top
Spray-on chalkboard, you can draw on it after.
