Take some pliers and grab the wire where that used to be and pull the wire.

it broke in my volvo and i had to tear the whole front end off to get to the cable. it was even UNDER the wire harness

To add to this if you really can't get the wire where the handle used to be. Cut hole in grill where the cable is near the latch on the hood. Cut the cable so you can grab the wire and pull it there. That's how people steal car battery's.

Honestly if you just wanna ghetto rig it up get a small pair of vice grips and clamp them onto the wire. Now your hood realease is a vicegrip not a plastic handle.
I really doubt glue will fix that. Replace latch or just keep some pliers on the car
