Before cars had charcoal canisters built into them, what did auto manufacturers do? Just allow fuel vapours to build up in the gas tank until they reach a vapour-liquid equilibrium?

Have you ever had a gas can in your garage? The smell emitted is less than ⅛ of that. I can't even smell my mower gas can until I'm right on top of it and stand still for a second, and it has no cap.
