Right hand turns make sense because you don't have to cross a lane of traffic to make the turn, it's a lot easier for people to not fuck that up. Sure it's possible that there's a safe time to make a left turn on red, but I feel like too many people would fuck that up.

In Minneapolis there are several one way streets in downtown and elsewhere. Not being able to make a left onto a one way seems silly
