This may seem like an odd question, but where does the water from the windshield wiper come from? Does it ever need to be refilled? I've had my car for about a year now and it still sprays.

Wiper fluid is wiper fluid. It doesn't expire. You can mix and match whatever, as long as it's wiper fluid of some kind.

My father in law used to put anything in there. Out of fluid? Use Windex. No Windex, use dish soap. Water. Whatever

This. Doesn't matter in most cases.
Mixing two wiper fluids won't cause any problems, but I think it might dilute any additives those fluids have, which shouldn't really matter unless you really really need anti-freeze, but most wiper fluid is all-weather so whatever.
