Can't say so for other cities, but in my county (the most populous one in the state), over half of the unregistered cars (borrowed license plates, fake tabs, excessive unpaid tickets blocking registration) are from one segment of the population. One of the current fads going on in the black community is the borrowing of license plates. Someone gets their car registered and they just swap around the plates to each car being driven. That is how those blacks interpreted the law that the car being driven needs to be registered.

The government tried to put in automated car license plate scanners. It has multiple cameras. It scans the license plate and also scans the car and has a picture of the driver. Since the car is on the road, if the plate tags are not current, that is a violation. If the plate doesn't match the car it was issued to, that is a violation. They system caught mostly black drivers and was claimed to be racist.
