They're more for dirt and road salt. Snow doesn't gather on normal non-LED headlights due to normally having a smooth surface with no catching edges, plus the head of the halogen/xenon bulb
Here in Europe having a washer fluid sprayer for the headlights is legally required if they are xenon/HID, and as such a lot of those also have the wipers
