When someone says they are "driving" somewhere, they are in a car going from one place to another. They are subject to the laws enforced by the police. If an illegal substance is found in the vehicle, for example, and no one owns up to it, all occupants of the vehicle are held legally responsible. If you are in the vehicle, you are subject to the laws governing its use, including the use of a state government issued license (Driver's license) and state issued license plate.

I hope you are legitimately confused about the meaning of these words and we are dealing with a language barrier here. I really, really hope you are not trying to misrepresent the law in order to justify wrongdoing on your part (like driving without a license due to an announced technicality that only you believe justifies it). Things do not become right just because you believe it so - that is narcissism.
