Yes just like 70 years ago.
I have my PPL + multi-engine rating and almost got my Commercial Pilot license before I denied for medical reasons. Honestly, nobody is going to buy these things until they become fully automated, because the vast amount of knowledge (and the time + money it takes to acquire it) you need to legally fly is far too much for 99% of people.

Autogyro is best, but I will oppose them right up until they become 100% automated and won't just randomly crash into my house because the driver/pilot was texting or didn't think they needed to change the oil.
