It is a east german Moped/Motorcycle called Simson S51.
Eventhough the last ones where sold in 1992, they are still popular since spare parts are dirt cheap, they need verry little fuel, look good and are allowed to drive 60km/h but actualy drive 70km/h.
They are registered as "scooters" so you pay 50€ inshureance per year and you can drive them with a car licence.
