it's a sign that they can't be fucked to do more than one thing at once, or they don't know how to operate their windshield wipers correctly.

if they're too distracted or "busy" to turn them off when they accidentally get turned on or they just go 100% just so they don't have to adjust continuously, how are they going to handle abnormal conditions?

the only excuse to have them going 100% is if you're racing or something that legitimately requires your full attention. putzing around town does not require this.
