Took a 4.0L i6 in a first gen Camaro to make 155hp, and even earlier, a 5.8L Packard Eight made 165. It's not that they were garbage, it's a combo of old technology, burgerfats preferring large displacement, understressed engines and the EPA enforcing stricter and stricter emissions regulations without giving manufacturers time to develop anything to make it pass, so they could only lower compression, put in shit cams, restrict the intake with 2 or even one barrel carbs, and mount catalytic converters that barely flowed.
This was also happening at the same time as the oil crisis and labor unrest in Detroit, which also pushed for downsizing in everything for fuel economy. Hard to make any power when you have to worry about emissions and fuel economy, especially when the fatcats up top won't pay for r&d to do anything about it.
Nothing was fast at that time, not even European cars (in the US market.) I know memeing on burger cars is easy, but it's not totally their fault.
