Replacing the hood, painting it to match, and they also wanted to repaint the bumper and replace its clips, which came out to about $1800. The KBB value for a 1998 Legacy GT with 184k on it is $1650ish, despite a shitton of work and new parts having been put on my car since I've owned it. A car in Texas is totalled at 70% of its value, so I'm just going to order a new hood and mount it myself. Looking into a carbon fiber one since it costs half of what the body shop wanted and it doesn't have to be painted.
