Because that was about the distance it took for common cars from the early half of the 20th century to reach their top speed (about 70-80mph depending on the decade). Onboard telemetry wasn't available back then and speedometers often proved inaccurate so the best way to see how fast a car could accelerate was to measure the time it took to cover a set distance.
It was just a benchmark that stuck around and persisted.
