Not OP, but related topic. Is this a lost cause?
Front sill on 1987 Toyota Celica. No holes but very flaky, only seems to have gone through the black textured coating on the bottom (not sure what it is called and it is a few inches thick).

You can get a welder from Harbor Freight for $89, cheaper than a shop, and you'll have a welder when done.

That almost certainly rusted through the top and got between the undercoat and the panel. I'll give you my personal guarantee that there's more there you can't see because the undercoat hasn't fallen off yet.

go to a scrap yard and practice on some cheap metal first. it took me about 3-4 hours to get to an acceptable basic weld with different techniques. welding is very useful, you have nothing to lose but 120$ on welding gear

you'd probably be to bang a screwdriver and create a hole easily with rust section that bad

if you want to see take off all that coating around that area then get wire wheel till it gets most of the bad stuff off.. then you'll get little bits where it's in near it. but that major bit will probably be 2x as big till you get to clean metal. but since theres rusty bits near there it could be bad underneath the coating. it can rust under the coating but cant see, but sometimes its just small rust and not eaten all the way through but still makes metal weaker

There's only one way to fix rust and that's cutting it out and welding a new panel in. If you can't afford to get that done right away or are just planning on driving the car into the ground get some rust converter and brush that onto any rust you can see on both sides of the panel. That'll stop it from rusting further and then you can put something over the holes.

Let me tell you I've seen you guys clean and re-weld way worse than that, rust apparently is a bitch over there. Don't expect an easy job, but with time and patience it is salvageable, it seems to be only surface rust around the holes.
In any case, cut and grind until you see fresh metal, weld a replacement plate and re-coat. I'd poke around the car a bit more, see if any other parts need attention.

if there are no holes and you can't or don't want to fix it properly yet: Get a wire-wheel or a grinder and grind the rust away until get back to bare metal ( there will be rust under some of black body body deadener, so don't forget to get under there also ). Then, I'd coat the surface with some rust converter, and then spray body deadener over the entire thing.

A bad thing to do is let it sit. It will get worse if you don't tend to it in one way or another. If you can't do what I mentioned above, I would recommend covering it in rust converter for the time being.

By cheapo you mean a stick unit? No no no no, smaw welding is a very poor idea for body repair, if you have to weld thinner metal you're in for a world of hurt, even the smallest stick diameter and unit setting is way too powerful, you'd spend more time blowing through the metal than actually welding anything.
A slightlier expensive basic mig unit is way more suited for these types of jobs, especially for a beginner.

Its a fucking unibody, with sheet metal thinness. He could use rod and arc and call it a night. After living in the Mojave for a couple of years, I have seen plenty of fucking bumpkin sand rails that off roaded all day, made with arc welders.

If the metal is fused, its fused. The mistake is trying to use it on something thick, or thinking you can go fast.

It's not if the weld will hold or not. One thing is welding thick structural steel, another is body panels where metal sheets can go as thin as 0.8mm. Good luck welding that with rod and arc without blowing through.
