i've never owned a bike before, and i am very interested in getting a smaller one. what would be good (and moderately quick) to start out with?

Id love to have an electric motoped to play around with on in the hills. I live in a pretty populated area so it's hard to get away with anything gas powered on the hiking trails in town.

When you say small do you mean small frame or small displacement? Grom, Ruckus, CH80, FA50 are all fun little toys where the Rebel 250 and 250/300 sport bikes are small engines in full size frames

Groms will do 65mph revved out and move around town ok.

They really are, I think they go for at least $5k new. I just love the fact it's electric so it's silent along with the other cool perks of electric engines. No stalling, constant torque, etc. If I didn't live in such a populated area I would get a gas one for when going to the desert to ride wasn't an option

Completely not worth it. You can buy a brand new ktm electric motorcycle for that.
Or any big gas motorcycle

i'm leaning more towards the side of smaller frame. touring/full size bikes don't really interest me. i've looked at the grom, but i think i'd want to drive on the highway, and tiny bikes like that wouldn't really be able to.

You won't find a small bike that is freeway capable.
Your best bet is old parallel twins or big singles
Yamaha XS650 or the like.
They are as small as you would want to be with enough power to do the freeway.

$3k for either of those seems like a lot, but would definitely go electric-- don't need to register/have license/won't get in trouble for breaking traffic laws, etc.. makes it more of a toy, which mopeds are supposed to be.

True. I have a motorcycle license. So the honda would suit me fine.
You can always build your own minibike moped too. Would be cheaper if you have the skill
