they have machines that you put broken up old asphalt in one end. it adds fresh hot asphalt and mixes it with melted old asphalt. then spreads out a fresh asphalt road surface at the back end.

yet for some reason most road construction is done by hand and single function machines.

The main road to the highway near me was under construction almost all of last year. I got in the habit of bringing extra drinks with me and giving them to the stop/slow guys whenever I was the first car in line at sections where it went down to one lane. Construction guys are bros when you give them a cold iced tea on a hot day.
