It's possible in Yurop.

Well in fact you don't go to the factory and buy a car over the counter, but proxy dealers can buy cars and sell them at lower prices than brand dealers (usually somewhere between 20-30% off, up to 40%).

You can make some pretty good deals, if you're not too picky about options, colour etc.
