Scenario 1 - There is usually one of the two roads that is considered a higher-tier or "priority" road due either to its design and construction or where it goes. In that case those two can start first, at the same time unless only one of them is going left. In that special case then it goes much like the next scenario.
Scenario 2 - If no priority road then it is simply a matter of "who wants it takes it."

If everyone arrives at the same time you go by straight through first, then right turns, then left turns. At that point whoever goes first has right of way.
