It's had an engine swap of some sort. when rednecks cut up a Beetle to put a Ford 302 or Small Block Chevy motor in it, they use a cooling system design they're familiar with, so they cut louvers or just quarter-sized holes in the hood for radiator breathing and either put it on a different chassis (which is the practical option) or make the hood bigger, or both.

As an Air-cooled VW aficionado, I'm a firm believer that the only engine swap that can be done sturdily, safely, easily, and practically is a Subaru motor swap. The motors are cheap, they adapt right into the transmission, and you can quickly and cheaply get 10x the horsepower of a stock VW flat four.
