They're pretty cheap. Just replace them.

Use regular engine cleaner or whatever (something that doesn't destroy rubber and plastic parts) and rinse thoroughly, then get some compressed air and blow the fucker clean. Repeat this as many times as necessary. A clean PCV-valve should have a clear rattle. If there's no rattle or the rattle is very faint you should replace it, but you can also try blowing though it and see if it operates normally, it's just a simply one-way valve. It's located on top of the engine and it's one of the easiest components to remove, since it's not even bolted down or anything.

If you suspect a vacuum leak, this is unironically the first thing to check.

No idea why this isn't considered a regular maintenance item like tires and filters. The damn things will jam eventually.
