No that's sketchy. A reputable dealer will have the report available. It's a small cost for the dealer and increases sellability a lot. If they don't the cars are probably shitboxes. In which case you should buy from a private seller.

This. They likely have reports for all of their cars, and just "don't" have them for the ones with major accidents reported.
The reports can be highly detailed or super vague. All will say # of owners, accidents reported, where from, service records, last odometer reading. Some service records can be detailed (head gaskets done, rotors, etc.) or vague (vehicle serviced, emissions).
So basically, look elsewhere. Don't pay for a Carfax report yourself.

Sounds sketchy. A reputable dealer would have caught on with the trend of providing history reports when asked which leads me to believe that there would be something on the report that a customer might find unattractive enough to not want the car anymore.

Sometimes altruistic br/o/s start VIN check threads here so you might get lucky and get one for free. If you can't get one that way, I recommend getting a VIN check through Autocheck instead of Carfax. In a couple of instances that I was on the market for a used vehicle I paid for reports from both Autocheck and Carfax and saw that the Autocheck reports got more details that the Carfax reports missed. Autocheck is cheaper, too.

Some used car resellers will shop around for the "car report" that doesn't show the bad stuff. So if CarFax shows the odometer might have been rolled back, and AutoCheck doesn't, then they will have the AutoCheck report for that car to Trap you into buying the car.
That's why you might also decide to not only look at the report the car dealer shows you, but to also buy a car report from a different source to crosscheck that the dealer didn't take the file and edit a few lines out before printing it out to show you. Don't let a shyster Trap you into buying something that was misrepresented.
