you were probably driving it like a less powerful car ie gunning the throttle and forcing it to kick down in Eco which removes any benefit

Probably to jew the emissions and fuel economy tests which are done in controlled conditions
My Mum's 1 series is exactly the same, it drives a lot better and gets better fuel economy in sport mode.
