The little grate at the bottom of your windshield collects rainwater to use later. The tank has a little soap pellet in it that will last longer than the car. You only need to fill it up if you live in a literal desert. I would recommend giving your wipers a nice coat of oil so they're properly lubricated when wiping your windshield. Just use a little dab of motor oil from the dip stick.
