Hey /o/, today my 07 pontiac grand prix got an engine life code p0420, says it's catalyst system efficIency below threshold, I went to take a peek at the converter, as close as I could get right now, but you see those rubber rings? Could that snapped one have caused my problem, and how do I fix what it's caused?

does it honestly look like an electronic component to you?
the snapped off ring is just an exhaust hanger, it may have caused the exhaust to move around a lot and damage the cat or possibly the o2 sensor.
But that's pretty unlikley, probably just a bad 02 sensor, it would be for the one past the cat but might be worth replacing both if they are not too expensive.

No, but I mean more along the lines that without the ring , it started bouncing and then bashed the sensor housing appart.

Perhaps (but not likely), the rubber hangar broke and allowed the flange between the exhaust pipe to move and open up. Air gets in and messes with the downstream O2 sensor reading.
Get a new rubber ring and maybe a replacement gasket. Hang the exhaust system correctly, replace the gasket and make sure the flange is tightened up. That might fix it. If it does, its a lot cheaper than a new sensor or cat.
