A good 80-ish hours total spread out over those two years, although a lot of them are spread out over longer theory courses and track days, and a few of them I had from before due to my A1-license
Cost; I think it was about $2300 in todays value

I know it cost SOMEthing but I don't think it was more than $150 or so. Mom+Pop paid for it because they knew they would get an insurance discount...not that they had to pay for it long. I was paying my own insurance 6 months later after I got a part time job. It was offered through our public school, a couple of the teachers picked it up for extra money.
Time-wise it was a few hours a night for 2 weeks (classroom instruction) then an hour or two 3 days a week (and a couple of longer 3-4hr sessions on Saturdays) for another month actually driving with the instructor and the 2 other shitheels in your squad. At least that's what I remember. I do remember vividly it was a purple Chevy Lumina we drove.
At that point, if you'd taken drivers' ed and done the requisite driving instruction, you were exempt from the DMV driving test. Written test was a snap, passed the first go round.

This. I thought it was a pain in the ass that I had to call the DMV in the morning and schedule an appointment. All I did was purchase a small textbook with basic rules and had to take a multiple choice test that I took at home and mail it in for my permit. I drove around with my dad for 6 months and took a 15 minute driving test with an old lady. Shit was ez. I've never been in a wreck.
