You should follow motorsports more closely. If you think technological innovations are stifled because of the rues, you are not aware of how creative a design team can be to create loopholes around those rules.
Bssides, there's nothing really stopping a racecar engineers from building the fastest car they can build. They just simply choose to follow a regulations of whatever series they're competing in.
