When transferring titles on a car, can I put someone else's name down as the new owner? Do they have to be present at the DMV for the process? I've bought a car that a buddy is coming to pick up in three weeks, and it'd be a lot easier if I can just register it in his name instead of registering it in mine and transferring it again later.

I don't even know what you're asking. Why the hell do you want to register it in his name? Why the hell would HE even want that? You bought the car. Title/register it at the DMV and just let him drive it.

I've bought cars and held them for months before registering them, then wrote the date in the day of as if I had just bought it that week.
Or just pay the $20 fee for being over the 10 day period.
