Wow, an actually really intelligent question here.

Some of what you've read is true - the bike is slower while it's under about 8,000 RPM. I mean, it'll obviously still blow away any cruiser, and it fucking hauls ass, but it really starts screaming above that rev reange.

The tradeoff is that its decent around town as a daily driver. That, and the fact that the powerband is well-known to be smoother than R6 or GSX. Those bikes tend to suddenly jump into power - a trait which can be hard to control for some riders. The CBR's available power ramps up more smoothly. Basically, you know it when you're approaching "race mode."

I got my new Vulcan S a few weeks ago, and on my first ride out I lost control and went off road

Should've started on a used Rebel or something...

Big dent in the gas tank now, and I'm laid up with fractured vertebrae

When I get heal up I'm buying a used Rebel to learn the ropes on, I had less than 20 miles experience when I crashed

Best part is I'm financing the new bike, and I'm not even skilled enough to ride it hahahaha

Yup, now you know why everyone recommends buying a shitty used bike to make your mistakes on while learning.
But don't waste your time with a rebel, that's a bit TOO slow. What specifically happened on the Vulcan? Whiskey throttle? Can't countersteer?
Heal and up just get back on that thing, learning from whatever mistake you made. Keep the dented tank as a reminder while you're still learning, then get it fixed or replace it once you've been riding enough to be more confident. Take it easy.

No, work done to engine ever.

Rode at least three to four days with almost no oil.
Forks seals fucked.
Brakes wore down the brake disks. Grinned the edges off.
Clutch might be going.
Air cleaner was replaced once at about 90,000.
Kick stand sensor fucked out so I bridged the wires at about 75,000 kms.
Fuel filter changed once in bikes life time.
Spark plugs changed once in its lifetime.
No gauges work.
Back shock fixed once after it got fucked.
Sprocket changed once at 95,000 kms because I didnt tighten the chain and bent the teeth,
Chain was done at the same time.
Been through three smashes, just changed the cowling.
Gear lever so wore it is now welded on.
Had at least three sets of mirrors.

Still a great bike, if a bit slow on the highway.

I'm not exactly sure since they changed the laws, but there were a few simple theory questions on road positioning, countersteering, licence rules and bike control followed by an even easier practical test with actually less maneuvers than the RE test, only did figure 8, slow speed, U turn, and an emergency stop and an on road 'test' out in the twisties where me and the instructor basically just had fun on fz09's

Forgot to mention to expect a slalom as well. There was nothing you wouldn't have come across from the RE test and normal riding though, just on a bigger bike and more expectation of knowing how to ride safely on the road. 'Buffer zones' and all that sorta stuff, if you can show you're going to ride safely and can move your bike then you're going to get a licence, it's not hard.
Just brush up on your road and licence rules (there are restrictions for your first year on R class) and since you have a few years of experience I think you would pass fine.
Find a place that will do a 1 on 1 test, it's probably more expensive by the hour but you'll get to move through each test easily and retry if you're not too sure on your skill.

Where do you usually ride? I'm down south a bit further and have only been riding up Brisbane way once and only went on a mt. glorious/nebo trip and I was pretty underwhelmed dealing with traffic and staying in the speed limits honestly.

No, there is nothing wrong with that. I commute on my Ninja 250 all the time and it's pretty much pegged in 6th at 11k rpm and I am doing an indicated 75. It sucks because of the vibrations and it's an unpleasant sound to hear but other than that there are no issues engine-wise. You may burn a little bit of oil over a long period of time.

One thing I may recommend is changing your gearing. You'll lose some torque down in the lower gears but your top end will be both faster AND at lower RPMs (by about 1k).

When you literally need to decide to not eat so you can fill up your only vehicle, oil is too expensive. Few weeks after that I changed job and moved house, haven't really ridden my bike since.

Now I have money, but no time because I am barely home, sleeping in hotels and working 21 days straight. Next weekend is my second weekend off this year. Going to put some oil in, clean her and make an appointment at a shop to get her checked and fixed up.

No oil in the looking glass doesn't always mean no oil. Last summer I didn't see any oil either, but when I put in 0,5L it was already over the max. It should use 0,5L per 10.000km, so it should have 2,5L minimum, taking in account the small oil leakage.

i would recommend something more like a 650, cbr500, sv650, etc. still quick bikes but not nearly as heavy

You could probably handle it, but it's heavy for its size, and would be expensive to fix if you drop/crash it. i would recommend the SV650, it is a very similar bike, just a bit lighter and cheaper. After you ride that for a while you could even get a bigger and faster monster, they are great bikes.

If you're set on a Duc the older 620/659/695/750 monsters a bit slower and probably cheaper than a 696 or 797, so they'd do okay for a beginner.

Z750 (2004) is also around 226kg (wet weight) and around 108hp

I flatfoot a GSA no problem, especially when you put the suspension on low that seat hight isn't the biggest problem.
The weight problem only comes in when you drop it.

You can walk around with a GSA as easy as lighter bikes, their width is more of a problem.

I went from a 200kg, small and low bike to a GS. It wasn't harder to ride at all.

My first real bike was a 48hp, 500lb standard from the early 80s. It was no barnstormer, but I learned how to current and be fast in it to the point where I could keep up with dudes on much, much faster bikes than mine. Those guys had been riding longer than me, but they didn't know how to go around a turn and just gunned it on the straights and slammed the brakes far to hard for the turns.

The thing is that when recommending bikes on the internet you know nothing about the person you're recommending it too and 250s fit the lowest common denominator, which is a safe bet when talking to someone on 4chan. It's not about power to weight. That changes drastically with a rider anyway.

It's a huge weight difference for the rider; the bike will be much more difficult to handle at slow speeds and it won't be as easy to throw into corners as the SV650. Add the extra power and you have a bike that's faster accelerating, but harder to turn and stop.

Now I'm not saying you're gonna die if you get one as a first bike, but why make it harder than it has to be? I have owned an SV650 and have a Z1000 now and desu the SV650 can be just as fun. It's not all about power.

From my experience BEFORE they changed the laws, it was almost the same test but on bigger bikes plus's extra theory, but nothing that you could reasonably be expected to know already. And if you've had even 10 hours in the saddle you'll be fine for the practical.
