Also I've been mulling over the Karting rules. So if we go every other month that mean 5 races by the end of the year, I'm pretty sure I'm going to get that discount; worse case senario it would be $250 per person (not up front $50 per race) for all 5 events. At current price point each event will be a 14 lap qualifier (random grid positions) and a 16 lap 'main heat' (positions determined by qualifying fastest lap time). If I get a better deal or we can agree to pay more money (lol who am I kidding) additional racing heats can be added. There will be 2 championships being run; a Drivers championship and a "Manufacturer's" championship. Drivers Championship will be each individual driver and Manufacture will split drivers into JDM, USDM & EURO teams by manufacture of drivers' daily driver. Winners for each championship will be judged by points, points for each championship will be scored by finishing positions & Bonus/Bounty points.

Stop this meme. The whole "concrete stops drainage" shit was flying all over the place when we had that last big flood in May.
The reality is that Houston is an extremely flat city that is only slightly above sea level. That alone makes it prone to flooding and poor drainage regardless of what's on the ground. Speaking of which, even if that concrete wasn't there, the type of soil we have in Houston is not absorbent at all so it wouldn't make that much of a difference in regards to drainage. The hard and clay heavy soil we have is the same reason houses here don't have basements.
Also, a lot of roads here are intentionally made to be flood zones for when the bayous can't handle the flow. Roads flooding is not necessarily a bad thing, it's by design in several cases.

The use of concrete and development starts to look even better when you consider the population density and footprint.

This is the first time I'm hearing "Concrete stops drainage" or "development = flooding".

In order to stop the floods, you need to have a high pressure and a low pressure system.
The high pressure is rains and floods, while the low pressure is something that's deep down below
or something that has a lot of capacity to retain water.

Channeling is also important part of all this, redirecting water to go through fewer channels causes it to flow faster. So if this flow is going through to a lower pressured system faster this should eliminate or vastly decrease the amount of water on the roads.

The drainage system has so many factors in it,
most importantly things such as area. Area means, how old the place is, how much traffic there flows through it, what are the chances of a flood happening there and most importantly if it's worth working on it. City has to take all these factors in to see how they can quickly finish their project and if it will cost a lot too.

The bayous have been doing their job and have decreased flooding, but the problem is that not all areas can lead to them optimally.

I can't remember the exact specifications at the moment, but drainage systems need to come close to a ratio of steepiness and width in order to combat floods, this ratio allows for water to pass through as fast as possible.

Drains on the road need to be with similar but different specifications so they lead to the main drainage as quick as possible. The average rain is increasing, so the city will need to change all current systems in order to speed up the drains. This will take a lot of time and a lot of money. Another thing is movement of the soil, even though it is flat, there are very small plates in the Houston area that cause these drains to break down over a few decades, making the situation worse
