They're worse since some safety tests require mirrors to be intact throughout the entire ordeal. Also, its not as aerodynamically favorable as normal mirrors.
And i might be wrong here but I personally think (never used fender mirrors) they're harder to set up for daily driving

Everything also looks tiny. So, tradeoff.
I once saw a brown Civic with fender mirrors, a fake racing fuel cap and the largest fartcan ever. I wanted to throw up on it. Fender mirrors are only acceptable on old cars.

Also, fender mirrors can be mounted more inboard for the same field of view. This makes cars fit into narrower spaces/streets.
