on my '05 Crown Vic, the wipers and washer don't seem to do anything. When I turn them on with the multi function switch, the motor just makes a soft clicking sound. I already replaced the motor, made sure the fuses are good, confirmed the ground, and jumped power to both of the hot pins on the wiring harness.
Does anyone know what the fuck could be going wrong?

I already disconnected the motor from those. Both the old one and the one I just bought won't turn at all when switched on, so I'm pretty sure it's some sort of electrical problem.
Sounds like the MF switch went out. I assume you jumped power to it at the motor, and not inside the column. That's where I would start looking into next.
Hope you're decent at pulling air bags to get to it, sometimes they can be a PITA to remove out of the column.

Well, if you've got voltage going to the motor with the switch on, then the multifunction switch isn't the issue. I would check the linkage again to make sure it is engaging when the switch is turned on; remove the cowl and watch to see what it does when you turn it on and off. Could be linkage bushings that may be broken, split, etc.

So the motors both spin when jumped on the bench, but when they're in the car's wiring harness - still not connected to the wiper arm linkage - they won't spin at all. They only make a brief clicking sound.
