That map is out of date

There are old laws on the books where cars must be sold through a franchised dealership. They exist because in the early days of cars companies were popping up everywhere, selling cars, disappearing or changing name, then not servicing or making parts for the cars so people were up shit creek. With a franchise the dealership was responsible for the continuing service of the car. Now the large auto manufacturers were using 100 year old laws to try to keep Tesla out. It doesn't actually prevent people in those states from buying Teslas, they just can't go on test drives or buy in person, has to be online, because Tesla can't set up a direct sale "store."
