Screws that hold the dashboard on? No, just snug them.
Wheel lug nuts? Probably but most people can't put enough pressure to strip them without standing on the wrench so as tight as you can normally works.
Transmission pan, diff covers, engine head? Fuck yes, torque everything.

I just stand on the lug wrench that came with the car. Haven't had a tire come off yet.

Be careful tho, I've stretched studs doing that before, you can also crack alloy rims. Usually a knee is enough, you shouldn't need full body weight on car nuts.
