Try to find a new economy car that has been sitting on a car lot for a couple of years like a Kia Rio or something that they will knock down to 8k for him.
Used cars will require some basic initial maintence no matter how well they were cared for. If you don't mind some basic shit, you can get a 2005+ panther body ford that is kind of shit on gas but roomy, comfy, and reliable as all hell for about that price.
