The power band was different but he was still was shifting at the same rpm
The race engine probably made all its power high in the rev range and next to nothing down low, so he simply didn't know where the power was until Bunta told him to rev it to 11k.
Powerband.
His original 4age was supposedly putting out 160-ish hp with the stock powerband (probably around 5,000-7,500)
His newer engine was a race version of the 20v 4age putting out 240-ish hp with a higher powerband (9,000-11,000).
Basically, the new engine was made to rev. If he didn't utilize the rpm, it wouldn't reach its power.
So yeah...
The tach itself can't limit the engine, he was just too dumb to try revving it above the RPMs displayed on the factory tach.

bc the tach didn't go all the way up to the odd 10k or so rpms his new silvertop TRD engine could, he couldn't get the most potential out of the engine. he literally just didn't know that he could rev higher than what the tach said because the old tach was for the stock 4A-GE
