My cousin is going to Germany (Nuremberg) next week to buy a car for my dad. Out of sheer couriosity I searched Twingos in the area and found this:

Is it a catch? Price seems a little too low. If the price is correct and it's daily-drive eligible, I have the money to buy it right away.

Price is realistic for a 220k km base engine Twingo but I would have never bought my dad the cheapest car possible. At least buy him one for 1000 or something with that will actually not fall apart after a few months.
Also, just because it is cheap and everything about the car is cheap doesn't mean fixing costs can't add up when the former owner didn't fix anything (which is most likely the case here since he even sells it as "bastlerfahrzeug").

that car will probably realistically cost around 500 to 600 since getting it through the TÜV alone costs as much as the whole car and he hinted already that there needs to be shit done to get it through the inspection.

It's not for my dad. He is already set on buying a certain model and has already bookmarked a few cars for my cousin to look at.
The car is for me. I'm thinking, if my cousin and a few folks are going there to bring cars for my dad and probably a bunch of other people, why not get a lil' Twingo for my own.

That one would be a far better choice, BUT...
As a rule of thumb, never buy cheap cars without TÜV and that car is pretty much without TÜV again. Look at the date, February 2017 is soon.
At least get a shitbox with one year or more until TÜV.
Cars without TÜV or only a few days left are usually abandoned because the previous owner didn't want to pay for maintenance and the new inspection.
