But in one particular class or category of bikes, there may be a best one.
However, that is also often the most expensive one.

It depends on how you categorize "best". BMW's S1000RR is considered to be the best commercially available sport bike ever made for a number of reasons. Like with most liter peters, the bikes themselves are extremely one dimensional and aren't ideal for any situation outside of racing. With that said, a S1000RR isn't cheap.
I would argue that the Ninja 250 is one of the best motorcycles ever made. The combination of price, flexibility, and utility makes it useful for pretty much any application outside of hardcore off-roading.
A close second would be something like the KLR 650 or Suzuki's DRZ. Strong displacement with good off-road functionality. Easy to maintain and affordable.
And please, don't start posting meme bikes like Husqvarna's 701
