So recently they made a couple of new intersections where I live and they used pic related as signaling.
It's a very rare kind of intersection here, most 4 way intersections here are roundabouts, 4 stop signs, 4 yield signs or 4 traffic lights, this stop-yield mix is very unusual.

I may be a bit rusty on this combination, but I can't figure out without a shadow of a doubt who gets to pass first in this case.

In the specific case of the intersection close to where I live, they put stop signs on the main road and yield signs on the minor road intersecting it.

for the example in pic related: both cars arrive at the same time and both cars need to go straight.
who passes first?
is the guy with the stop sign, who has to stop completely regardless of who is coming from other roads and has a free right, or is it the guy with the yield sign, which is not forced to stop (so he can theoretically occupy the intersection first), but has to let everyone pass first, regardless of where they come from, and has his right occupied anyway?
My opinion is that the guy in the red car and the stop sign gets to pass first, but I'm not sure

Just regard it as if the yield signs aren't there. It's pretty common in America to only have 2 yield signs or two stop signs when a busy street intersects a less busy street.

Guy at stop sign stops. Guy at yield signs shouldn't ever come to a complete stop so he has the right of way.

Yeah but yield guy should stop for whoever wants to join the intersection, he doesn't have to completely stop if nobody is around, but he has to let everyone else pass except for another yield sign guy coming in front of him and attempting a left turn.

No sign = give right of way to people coming from the right only
Yield sign = give right of way to everyone

The fact that he doesn't have to stop doesn't mean he can just ignore the sign, he has to stop anyway if someone else is approaching

That mixture is due to their not wanting to cause a traffic jam on the road that has a yield sign. For example, there can be either an arterial feeder or mall entrance nearby that is blocked by traffic if a stop sign was on the corner.

Red car (the one at the stop)

Basically, Yield St gets a free pass to skip the stop sign UNTIL someone is at the stop sign, at which point they yield.
