What's the cheapest late 60's early 70's classic muscle car that I can realistically buy that isn't heavily imposed by boomer taxes and in general muscle car tax.

Well, I don't know about cheapest, but Mercury Cougars have kinda dodged the boomer tax, and I personally think that they're damn good looking cars with a racing pedigree.

lots of Japanese sport coupes in the mid 70's looked like mini muscle cars, often were just as "fast" (note not quick) despite having a lot less HP.
Laurels, Skylines, Celicas, RX-3's and such
Cougars are definitely cheaper than Mustangs, and are one of the meanest looking late 60s muscle cars, but I don't think they could be called the cheapest. I don't think I've ever seen a running Cougar show up on Craigslist in my area for less than $5000.
Running early 70s Mercury Comets can often be found for $3000 or less, simple cars that are great for learning to wrench, lots of aftermarket because they share a lot of parts with Mustangs. Stock Comets are pretty underpowered but it's relatively easy to swap in a 302, pic related (bought as a daily driver for $2000) is in the middle of a 302 swap right now. Or you could just find a Ford Maverick which is a step up in performance but also a step up in Boomer Tax.

If you're on a budget maybe consider some full size cars? Many have the same engines as muscle cars, just in a cheaper bigger car. Heavier sure, but comfy as hell. Some look as good or better than muscle anways
