That's not the shifter, it's the horn button. You use the horn buttons on the wheel to shift.

Best info I can find might be that because it's a sequential it only needs to go forward and back? Even then I'd think you would want something taller than that for a sequential box.

Obviously it's an experimental car that was originally built for NASCAR that only has one forward gear, set to put the peak engine power to come on at ~170 MPH. The arrows are there to remind the driver which way they're supposed to be turning.
